U.S. Ambassador to Haiti makes vague threats, July 5, 2005

James B. Foley, the ambassador to Haiti appointed by the Bush White House, made unsubstantiated claims concerning the refusal of the international community to tolerate violence against civilians, making reference to no specific incident and attacking no specific group. "There are certainly criminal and shadowy elements who have aligned with the political masterminds and whose participation only makes the political aims all the more illegitimate. But, for the most part, we know what is involved and who is involved." Ambassador Foley did not go into any further detail. Foley has urged elections in Haiti, however, only 5% of Haiti's estimated voting age population are registered.
