Costa Rican President asks OAS Chief to Step Down, October 5, 2004

Costa Rican President Abel Pacheco requests that in the wake of what is perceived as "extremely grave accusations" against his predecessor and the current head of the OAS, former Social Christian Unity President Miguel Angel Rodriguez, should step down from his post for the purpose of preserving the honor of Costa Rica and the OAS. According to an anonymous banking tip, $2.4 million was wired from the telecommunications company Alcatel, which in 2001 received a no-contest contract bid to repair Costa Rica's telephone lines, to the account of the wife of the Costa Rican telephone director Jose Antonio Lobo. Lobo claims that the money was received as a "prize" for the acquisition of the contract, and that Rodriguez requested for himself over 60% of the money.
