Fox’s Party Defeated in Tijuana Mayor Election, August 4, 2004

According to election returns in the city of Tijuana, colorful and crusty gambling magnate, Jorge Hank Rhon, an upset where he was disfavored by 2 digits, winning a narrow lead over Jorge Ramos of President of Mexico Vicente Fox’s National Action Party, which has controlled the Mayorship of Mexico City since 1989. With only 90% of the votes counted and the difference being a margin of one point, the National Action Party charges the official returns have been tampered with illegally, and have aroused suspicion as a result of the inconsistent and contradictory computer reports of election results.
