Turning himself in to the Haitian authorities once it was known they were searching for him, former Haitian Prime Minister Yvon Neptune is marked the highest-ranking member of the Aristide Lavalas party government to be detained, taken to the National Penitentiary in the capital of Port-au-Prince.
