Mexico to hold first Oral Trials, June 16, 2004 In Nueva Leon, a state near the border with the United States, a proposal is passed to allow for the first time oral trials, as opposed to the previous system, where prosecution and defense are written out into presentations from which a Judge makes a ruling, which opponents insist is excessively secretive, and prone to bias and corruption, as well as human rights groups. President Vicente Fox is keen to use the U.S.-inspired model of courts with oral trials, as well as establishing innocent until proven guilty as well as reform the police department.
