Cap-Haitien Falls to Rebels; U.S. Sends Marines to Protect Embassy, February 23, 2004

Haiti's turmoil continues as rebels took over Haiti's second largest city, Cap-Haitien, on Sunday. The rebels claim that the capital of Port-au-Prince will be overtaken next. This is seen as a major blow to Aristide, who agreed over the weekend to a U.S.-backed peace plan that the opposition refuses to agree with.
