Peru's President Shuffles Cabinet Again, February 16, 2004

In a move drawing increasing criticism, Peruvian President Alejandro Toledo again sought to smooth over recent accusations of corruption and ineptitude by appointing seven new ministers to his cabinet. This reorganization of the cabinet is Toledo's fourth attempt to end a political crisis that has resulted in a seven percent approval rating.
