Amaral attracted a firestorm of controversy when he suggested Brazil should maintain the option of developing nuclear technology for military use, which triggered an immediate rebuttal from President Lula, repeating Brazil's stance against nuclear weaponry. Amaral had a longstanding conflict with the International Atomic Energy Agency, which demanded surprise inspections and unfettered access to nuclear facilities. Insiders in the Brazilian government say that this is the first of many changes to Lula's Cabinet in the wake of his pushing a stronger legislative agenda. In the interim, Deputy Minister Cesar Callegari will assume his position.
