Venezuela Council Rejects Recall Petition, September 16, 2003

Venezuela's Electoral Council voted to reject an opposition recall petition, on the grounds that the signatures were collected months prior to the midpoint of President Chavez's term, which violated electoral rules. Chavez praised the decision in a radio address.
