Peru Report Indicates Over 69,000 Killed, August 28, 2003

Peru's Truth and Reconciliation Committee, appointed by the government to investigate human rights violations, issued a report stating that over 69,000 people had been killed between 1980 and 2000.  The report blames 3 consecutive governments, rebel groups and the Peruvian military for the torture, disappearances and deaths. The majority of the victims were Quechua-speaking Indians.
