During a press conference at the Soto Cano Air Base in Honduras on Wednesday August 20, 2003, Defense Secretary Donald Rumsfeld told American troops that the United States and Latin America face "a terrible problem," referring to terrorism and trafficking of narcotics. The press conference followed talks with Honduran President Ricardo Maduro Joest, and earlier discussions with Colombian President Alvaro Uribe and Colombian Defense Minister Federico Breve Travieso on the subjects of narco-trafficking. Although he insisted that he presently had nothing to announce regarding increased military presence in the region, he did say that he and senior military officials would be discussing possible realignment of American troops in Latin America in the next few weeks.
