The United Nations Human Rights Commission voted 31-15 on April 18, 2003, against condemning Cuba for its recent crackdown on dissidents. Foreign Minister Felipe Perez Roque called the decision a "resonant victory." The UN instead proposed a milder recommendation that called for a representative to visit Cuba, a resolution to which Perez Roque said Cuba would not comply. In addition, Cuban delegate, Juan Fernandez, sharply criticized the Latin American governments that proposed the resolution, calling Peru, Uruguay, Nicaragua and Costa Rica, "repugnant lackeys" of the United States.
