World Court Orders Stay of Execution for Three Mexican Nationals in U.S., February 5, 2003

The World Court ordered a stay of execution for three Mexican nationals on death row in the United States. The order follows Mexico’s demand that the United States commute the fifty-one death sentences of Mexican nationals currently on death row in the U.S. Mexico alleges that the U.S. is not adhering to the 1963 Vienna Convention, which stipulates that foreign nationals arrested abroad must be informed of their right to be advised immediately by their foreign consulate officials. The U.S. is undecided on compliance as it asserts that its sovereignty would be infringed. Of the 97 foreign nationals currently on death row in the United States, 51 are Mexican.
